Cowra Council- Summary Of Meeting Decisions

Council submitted motions for the 2022 LGNSW Annual Conference regarding not supporting a ban on real estate agents running to be elected as councillors; major concerns, NSW Councils and the community are having with the NSW Planning Portal; and a review of the Companion Animals Act 1998.

The Delivery Program 2017-2018 to 2021-2022 and Operational Plan 2021-2022 - Six Month Review to 30 June 2022 was noted.

Council donated $500 to the Try A Trade Day, Cowra; $320 to the Woodstock Show for running costs for their upcoming Spring Show; and $1500 to the Cowra Japanese Garden for Sakura Matsuri Festival.

Release of Closed Council Decisions from June 2022: 153/22 – Purchase of Lot 6 Cowra Airport by Kinsela; 154/22 – Donation of $2822 for interment of Miss Elvine Elliot-Horsfall.

The draft minutes of the Audit, Risk & Improvement Committee meeting held on 10 August were noted. Mr Ron Gillard was re-appointed for a 4-year term on the committee and Council noted the report from the Chair on Annual Performance.

Council endorsed the appointment of the following nominees to the 2022 Cowra Sport and Recreation Committee:

  • Council Representative – Cr Cheryl Downing;
  • Community Members Jason Munday – Cowra Swimming Club;
  • Krisha Tysoe – Cowra Little Athletics;
  • Marc McLeish – Cowra Magpies RLFC;
  • Flynn Bennett – Cowra Senior Soccer/St Raphael’s Catholic School;
  • Tom Perfect – Cowra Golf Club;
  • Lee Wilson – Cowra Junior Cricket, Cowra Junior Soccer, Morongla Cricket Club;
  • David Porter – Cowra Triathlon Club;
  • Amanda Hawkins – Cowra Riding for the Disabled;
  • Gaye Tremble – Cowra Netball Association;
  • Eliot Morgan – Cowra Mountain Bike Club and Lou Bryant

Council endorsed the appointment of the following nominees to the 2022 Cowra Peace Bell Committee:

  • Council Representatives – Cr Cheryl Downing and Cr Erin Watt;
  • Committee Chairperson – Cr Cheryl Downing;
  • Committee Deputy Chairperson – Ian Brown;
  • Secretary/Treasurer – Maggie Wright;
  • Committee Members: Margaret Britton, Jan Munday, Yvonne Newham, Harvey Nicholson, Lisa Besedic.

Council will write to Ian Brown thanking him for his valuable contribution to the Peace Bell Committee over a number of years.

Council noted the Investments and Financial Report for July 2022.

Development Application No. 60/2022, Lot 116 DP 1162233, 3 Burgundy Street Cowra, dwelling (transportable) and shed, lodged by Stephen Bryant was approved with conditions.

Development Application No. 52/2020, Lot 400 DP 40191 & Lot 304 DP 752948, 3.5 Grenfell Road Cowra, S4.55(1A) Modification to additions to recreation facility (major) being an amenities block & horse arena of Cowra Showground (increase horse arena size) - Mod 1, lodged by Cowra Showground Racecourse & Paceway Land Manager was approved with conditions.

Development Application No. 2/2020, Lot 121 DP 1226131, 3 Melaleuca Circuit Cowra, S4.55(1A) Modification to dwelling (amended design) - Mod 1, lodged by P Hurrell was approved with conditions.

The Mayor will write, on behalf of Council, to the relatives of Isabel Bensley OAM, commiserating with them on her recent passing, and acknowledging her work for our community over a long period of time.
