A Plan For A More Accessible And Inclusive Cowra

Cowra Shire Council has officially adopted its new Disability Inclusion Action Plan (DIAP) 2025–2029, a key document that outlines how Council will work towards creating a more accessible, inclusive, and welcoming community for people with disability.

The DIAP sets out practical actions Council will take over the next four years to improve how people of all abilities access services, facilities, programs, and opportunities in Cowra and surrounding villages.

Mayor Paul Smith said the plan is an important step forward in ensuring everyone in the community can participate fully in everyday life.

“This plan is about making sure Cowra is a place where people of all abilities feel valued, included and supported,” Mayor Smith said. “It’s not just about physical access, it’s about social inclusion, equal opportunity, and treating everyone with respect.”

The plan was developed in consultation with local residents, disability service providers, carers, advocacy groups, and people with lived experience of disability.

Their feedback helped shape a plan that reflects the needs and priorities of the Cowra community.

Key focus areas of the DIAP include:

  • Making public spaces, buildings, and facilities more accessible

  • Improving access to information through clear, inclusive communication

  • Supporting inclusive events, programs, and activities

  • Providing staff training to better understand and meet the needs of people with disability

  • Strengthening community partnerships to promote inclusion and awareness

The DIAP also aligns with the goals of the NSW Disability Inclusion Act 2014, which supports people with disabilities to enjoy the same opportunities and quality of life as everyone else.

Mayor Smith added:

“We’re proud to adopt this plan and to take real, meaningful action. We know that when we remove barriers and create inclusive environments, the whole community benefits.”
